Having a collar on permanently slows you down and makes you shockable, but the leash itself is purely cosmetic.

Look straight down for 5 seconds while crouching to get a collar and become leashable. Hold out a lead near leashable players to summon the hitbox. Use '/tag remove @s leashable' to uncollar yourself There are no current ways to reverse the process without cheats.

Crouch for 2.5 seconds while holding leads in the offhand and a solid block in the main hand to set the collar material of nearby leashable players.

Crouch for 2.5 seconds while holding leads in the main hand and any items in the offhand to set the collar tag of nearby leashable players.

Hold out a lighting rod to shock nearby leashable players.
